David Webster Limited Awarded Barnet & Enfield Street Lighting PFI Contract
Barnet & Enfield Borough Councils award Street Lighting PFI contract to David Webster Limited, a subsidiary of ETDE and part of the Bouygues Construction Group, and Investors in the Community.
After a 2-year joint procurement process, Barnet and Enfield Councils entered into a contract with David Webster Limited (DWL) under the Government’s Private Finance Initiative (PFI) to upgrade and renew the street lighting on the 21st of April 2006 in both of these London Boroughs. Under the PFI Project, in a joint venture with Investors in the Community, DWL will be responsible for the design, management, installation and ongoing repair and maintenance of Barnet’s 30,000 and Enfield’s 25,000 street lights.
Service commenced on 30th April 2006 with the first of the old columns being replaced in August 2006. Under this 25 year PFI agreement, all residential street lighting not meeting current standards will be upgraded or replaced within the first 5 years.
Consultation and information about the new service will begin in June 2006, with letters being delivered to those homes first benefiting from these improvements.
Cllr. Matthew Offord, Barnet Council’s Cabinet Member for Environment and Transport, said: "
This exciting project will mean that a new road will be better lit through improved lighting!"
"
Residents have told us that they feel much safer in well lit areas, so I’m very pleased that we are taking these steps towards a better and brighter borough."
Cllr. Terence Neville, Enfield Council’s, Cabinet Member for Environment and Streetscene, said: "
Working together like this means we can offer the best possible value for money to all our residents. I’m very pleased that we are making such progress and look forward to seeing the benefits of this innovative approach".
Bertrand Richard, Managing Director of David Webster Limited said "
We are delighted to be working with Barnet and Enfield to help create safer and better lit streets. This initiative is the second to benefit from the successful joint venture approach between DWL and Investors in the Community. The first was the London Borough of Lambeth Street Lighting PFI which achieved Financial Close on 10th November 2005".
