Lambeth PFI - the big "switch-on"
The Lambeth Street Lighting PFI Contract started in December
2005 having been secured by Lambeth Lighting Services (LLS) -
a consortium of Investors in the Community, David Webster Limited
(DWL), a subsidiary of ETDE, a division of the French industrial
group, Bouygues.
DWL, the services sub-contractor to LLS, will operate the London
Borough of Lambeth’s street lighting from its Clapham branch
for the next 25 years, in a project worth approximately £50
million.
LLS are responsible for the installation, maintenance and supply
of energy for all of Lambeth’s street lighting and illuminated
street furniture for the duration of the concession. The Project
includes replacement of all the old concrete and other degraded
columns during the lighting renewal programme (CIP) within the
first 4 years. Under this new 25-year Private Finance Initiative
agreement, all residential street and other highway lighting not
meeting current standards is to be upgraded or replaced. The lighting
in a number of parks and green spaces will also be renewed and
all illuminated signs and bollards in the Borough are to be replaced.
